France, the United States, Russia, China, and Saudi Arabia are all involved with the continent through either foreign direct investment, humanitarian aid, military support, and/or peacekeeping operations. Barnett gives his outlook on how the West is perceived regionally, and whether Chinese and Russian initiatives in Africa will have a long-lasting impact.
