The Biden administration introduced the Initiative on Critical and Emerging Technologies (iCET), and the second Trump administration is pursuing the Transforming the Relationship Utilizing Strategic Technology (TRUST) agreement. Both deals seek to boost collaboration between governments, academia, and the private sector in areas such as defense, artificial intelligence, semiconductors, quantum, biotechnology, energy, and space.
