Russia’s invasion of Ukraine and China’s continued threats against Taiwan highlight the challenges the US military faces from increasingly capable and nuclear-armed opponents. Although Russia’s difficulty in subduing Ukraine suggests that US and NATO weapons in the hands of motivated soldiers can stop aggression, authoritarian powers like Russia, China, Iran, and North Korea are unlikely to give up their goals to overturn the rules-based international order. The Pentagon needs to regain its military-technical advantage against potential aggressors through more effective and realistic strategies and faster modernization, and by harnessing the fruits of commercial technological innovation.
