Nearly one year ago, President Joe Biden abandoned the Trump administration’s “maximum pressure” campaign against Venezuela’s dictatorship by sending an official delegation to meet with Nicolás Maduro in Caracas. But Maduro’s corrupt regime has shown little interest in negotiating seriously with opposition leaders ahead of expected elections in 2024. Instead, it continues to develop alliances with other dangerous autocracies, such as Cuba, Iran, and Russia. This lack of diplomatic progress has further fractured Venezuela’s democratic opposition and disheartened its people, many of whom have fled to the US southern border.
