Russia is regaining the initiative on the ground in Ukraine, but its greatest success has been at sea. By blockading Ukraine’s Black Sea ports, Moscow is holding millions of tons of grain hostage and has shut down the largest sectors of Ukraine’s economy. Faced with a global food crisis, NATO leaders are now seeking a settlement to lift the blockade that may surrender Ukrainian territory and sovereignty to Russia.
