Germany’s tepid response to Russia’s most recent threats against Ukraine have left Americans unsettled, raising questions about the future of the German-American alliance and Europe’s security architecture. Yet Germany’s troubled history and export economy, among other factors, have made it uncomfortable with exercising hard power, especially toward Russia.
