Join Hudson Institute for a discussion with Special Presidential Envoy for Arms Control Marshall Billingslea. In his first public remarks since being appointed by President Trump, Ambassador Billingslea will share his plans for arms control negotiations with the Russian Federation and the People’s Republic of China. The discussion will be moderated by Hudson Senior Fellow Tim Morrison.

In February 2021, the New START Treaty between the United States and Russia will expire. President Trump has focused on what could be a revolution in arms control: bringing the United States, Russia, and China to the negotiating table to discuss reductions in all categories of nuclear weapons. Russia, however, is making a full-court press for a simple extension of the existing New START Treaty, while China has indicated it has no plans to participate—perhaps due to its growing nuclear arsenal.

What is the Trump administration’s new vision for arms control? What policy pressure is needed to incentivize Russia and China's participation in negotiations? What can the U.S. do to best position itself for the negotiation? Ambassador Billingslea will answer these questions and others as he outlines the next steps in U.S. arms control policy.
