The U.S. Navy faces challenges not seen since the prelude to World War II. Increasing demands have depleted the fleet’s readiness, and tight budgets constrain the Navy’s ability to build the next-generation capabilities needed to counter great power opponents China and Russia. Meanwhile, Moscow and Beijing continue their programs of coercion and gray-zone aggression against U.S. allies and partners. Regaining a maritime advantage will require creativity, resolve, and leadership from the Pentagon and Congress.
