Consumers can be harmed in voluntary business arrangements with firms only under specific circumstances, centering on information known (or not known) on both sides of these transactions. Yet government assessment and regulation of those voluntary business arrangements impute harm under other circumstances when consumers are in fact not likely to be harmed.

Hudson Institute will host a presentation by Anne Coughlan, Polk Bros. Chair in Retailing and Professor of Marketing at Northwestern University about the conditions on which government regulators can focus to better assess consumer harm from participating in voluntary business arrangement. The presentation will be followed by a Q&A moderated by Senior Fellow and Director of the Center for the Economics of the Internet Harold Furchtgott-Roth.
