Increasing demands have depleted the fleet’s readiness, and tight budgets constrain the Navy’s ability to build the next-generation capabilities needed to counter great power opponents China and Russia. Meanwhile, Moscow and Beijing continue their programs of coercion and gray-zone aggression against U.S. allies and partners. Regaining a maritime advantage will require creativity, resolve, and leadership from the Pentagon and Congress.
